धार्मिकस्थल द्वन्द्वमुक्त हुनुपर्नेमा चीनको जोड

संयुक्त राष्ट्रसङ्घ, पुस २०७९ पुस २२ गते शुक्रबार । चीनले संसारका सबै धार्मिकस्थल द्वन्द्वमुक्त हुनुपर्नेमा जोड दिएको छ । इजरायली रक्षामन्त्री इटामार बेनगवीरले पूर्वी जेरुसेलमको अलअक्सा मस्जिद परिसरको भ्रमण गरेपछि उत्पन्न तनावलाई लिएर चीनले धार्मिकस्थल विवादमुक्त हुनुपर्नेमा जोड दिएको हो ।

संयुक्त राष्ट्रसङ्घका लागि चीनका स्थायी प्रतिनिधि चाङ च्युनले सुरक्षा परिषद्को बिहीबारको बैठकमा पवित्र स्थललाई लिएर इजरायल-प्यालेस्टाइन तनाव बढेकामा गहिरो चिन्ता व्यक्त गर्दै त्यसलाई रोक्ने प्रयासका निम्ति आह्वान गर्नुभयो । उहाँले तनाव बढ्न नदिन सम्बन्धित पक्षहरूलाई संयमित हुन आग्रह गर्नुभयो ।

“चीन पवित्रस्थलमा शान्ति कायम होस् भन्ने चाहन्छ र त्यसका लागि आह्वान गर्दछ । थप तनाव बढ्न नदिन सरोकारवाला पक्षलाई शान्त र संयमित रहन आग्रह गर्दछ,” परिस्थितिलाई बिगार्ने गतिविधि कुनै पक्षबाट हुनुनहुनेमा जोड दिँदै चाङ च्युनले भन्नुभयो । चीन अन्तर्राष्ट्रिय विधिको शासन कायम राख्न तथा जेरुसेलममा भएको अन्तर्राष्ट्रिय सहमतिको पालना गर्ने पक्षमा रहेकोा स्पष्ट गर्नुभयो ।

प्यालेस्टिनी क्षेत्रको जनसाङ्ख्यिक संरचना परिवर्तन गर्ने उद्देश्यले हुने सबै कामप्रति चीनको असहमति रहेको बताउँदै चिनियाँ स्थायी प्रतिनिधिले सन् १९६७ को सहमतिअनुसार पूर्ण सार्वभौम र स्वतन्त्र प्यालेस्टाइन राज्यको स्थापना हुनुपर्ने चीनको अभिमत प्रकट गर्नुभयो । अन्तर्राष्ट्रिय समुदायले तत्काल दुई राज्य समाधानको आधारमा प्यालेस्टाइन र इजरायलीबीचको शान्ति वार्तालाई यथाशीघ्र पुनः सुरु गर्नुपर्ने बताउँदै उहाँले प्यालेस्टाइनको शान्तिपूर्ण सहअस्तित्वलाई अस्वीकार गर्न नहुने उल्लेख गर्नुभयो । उहाँले त्यसनिम्ति अन्तर्राष्ट्रिय समुदायले रचनात्मक भूमिका निर्वाह गर्नुपर्ने दोहो-याउनुभयो । 

Remarks by Ambassador Zhang Jun at the UN Security Council Briefing on the Situation in the Middle East, including the Palestinian Question

Mr. President,

First of all, I wish to thank Assistant Secretary General Khiari for his briefing.

At the Council’s regular meeting two weeks ago, I said that I hope the new year will bring new hopes to the Palestinian people. But what we are now witnessing is obviously not the right way to start the new year. A few days ago, Israeli government official entered the compound of Al-Aqsa Mosque, which aggravated tensions on the ground. China is deeply worried about this.

In recent years, unilateral actions in the holy sites in East Jerusalem have once and again intensified problems and confrontations, triggering bloody conflicts many times. This truly reflects the sensitivity of the character and status of holy sites. At present, the act of Israeli official has resulted in a fragile and grave situation on the ground. China calls for the restoration and maintenance of peace and tranquility in the holy sites, and calls on parties concerned to remain calm and restrained to prevent further escalation of tensions. Israel, in particular, should stop all incitements and provocations, and should refrain from any unilateral action that may lead to the deterioration of the situation.

China stands for upholding international rule of law and abiding by the international consensus on Jerusalem. The Security Council resolutions unequivocally condemn all measures aimed at altering the demographic composition, character and status of the Palestinian territory occupied since 1967, including East Jerusalem. The parties concerned should earnestly maintain the status quo of the holy sites in Jerusalem, and respect Jordan’s custodianship of the holy sites, as set out in relevant Security Council and General Assembly resolutions. We have noticed the Israeli leader’s expression of commitment to maintain the status quo of the holy sites. We hope this commitment can be translated into constructive policies and actions.

Mr. President,

What underlies the repeated cycles of tensions between Palestine and Israel is the repeatedly delayed implementation of the two-state solution. Facts have proved once again that piecemeal crisis management can hardly play an effective role, much less can it replace a comprehensive and just solution. The international community should increase its sense of urgency, promote Palestine and Israel to restart the peace talks as soon as possible on the basis of the two-state solution, resolve Jerusalem and other final status issues, and realize peaceful coexistence between Palestine and Israel at an early date. Countries with significant influence in this regard should assume the responsibility, and effectively play a constructive role.

I would like to reiterate that China supports the establishment of a fully sovereign and independent State of Palestine based on the 1967 borders with East Jerusalem as its capital. We will continue to work with the international community to make positive contributions to the comprehensive, just and lasting settlement of the Palestinian question and the attainment of durable peace and common security in the Middle East.
